Yes it is a natural thing to do, but do to the Puritanical history of the USA uncovered breasts in public can make other people uncomfortable. The woman could simply have covered herself and there would have been no problem. Those arguing that it's hard to get a baby lined up properly to breast feed are full of it: I've seen that done bunches of times. The stewardess over-reacted, but it was not a request that was out of line.
