Often the mother needs to see what's going on. Especially when the woman's breast is large, the mom has to pull back her breast to give breathing room for the baby's nostrils.
As well, it can get quite hot in an airplane (one of the many reasons I hate cramped airplane seats) and covering up with a blanket would make it worse for mom and baby.
Further, with both of these issues, as bad as air circulation is on an airplane, can you imagine not only covering the baby up but also covering the mother and then trying to see and have some decent fresh air for the up-to-an-hour it can take to breastfeed? With an upset/hot/colic-y baby?
Lastly, your point about it being comfort for the child...what's more comfortable for the rest of the plane's passenger: a naked breast or a screaming infact?
