most do it very circumspectly. These aren't porn stars. They generally don't WANT the world looking at their nipples. As such, they're usually discreet about it to start with, and short of actually TRYING to see a nipple, i doubt any one is going to see it other than very accidentally.
That side though, why is it a modesty issue? There's NOTHING sexual about feeding a baby, unless the viewer MAKES it sexual. That would put the onus on the viewer, not the mother though.
Basically, we're punishing women and babies, because of what other people are doing.
In this case in particular, doing it in a window seat is hardly "in full few of many people". People don't generally mill around on a plane. They sit in their seats and don't move much.
