but she still should have covered up. If her child had a specific problem with that, then the article certainly should have made mention. Othwerwise I am assuming not.

Both sides are at fault here. The other passengers should probably have shut up about it. The women should have just covered when asked. Now because a plane load of people all had to be jerks, Delta is gonna loose a bunch of money. But the lawyers will be just fine.
