Granted, it's a finger. But that would make me at least look twice to see if maybe the guy was physically struggling. Most police chiefs won't go as far as breaking their own fingers to validate a claim of "he tried to kick me," if they're the type to fake it in the first place.

Not conclusive either way, but IF the guy was thrashing and kicking hard enough to break a guy's finger, then the taser was probably justified. I don't believe that there have never been abuses of tasers, etc, but I also don't believe that every time (or even a majority of the time) that a minority has been tasered, it's been unjustified.
