nothing special or "hi tec", only cheap pvc. And no, very different from a bicycle pump. With my bicycle pump I can put 7 bar (100 psi) with 10 strokes on a 406x47 (20x1,75) tube (12bar max). With that pump you can't do more than 1 bar. For pumping you put the tube to one opening, for sucking to the other. And with the bicycle pump, even with a pump that pumps with each, not only each second, stroke you can't suck, for the tube it has only the pump opening, not that for sucking. Z.
