argument (or its more accurate cousin, the "because we don't want them to use them" argument) has some merit. It's certainly reasonable to believe that a country which is obviously well-defended is less likely to be attacked than a country which is obviously ill-defended; and if one gives credence to the maxim "The best defense is a good offense," then it certainly makes sense to attempt to build the capacity for a good offense.

Whether one intends to *use* that capacity is another question entirely.
