Educated people are more valuable to the military and the country in general.

I would say:
When you are drafted, you are drafted, BUT, if you are currently enrolled in college, you will report at the end of the degree program in which you are currently enrolled, or upon leaving college, or switching majors if that occurs before completing the current degree. There should also be a limit to the extent one could pad their time with non-essential courses.

But you will serve eventually.
