I was recently trying to get a phone line working inside my house. I tested for voltage, and it showed -48V. But the line was dead. Does current run through all phone lines, even if they aren't in use? If so, my next question is: what makes a phone line "on-hook"?

I don't need to get this line working, I'm just curious as to what the difference is between having power on the line and having service on the line.
