First of all, "teach them to kill" is a very emotionally loaded phrase. There is a difference between being taught to use a weapon and being taught to kill using that weapon. (It's not a big enough difference *for me* that I could make myself do it, but that's because of me - I can still see the distinction.)

The conscriptees might or might not be "shipped halfway across the world"; if this is offered as a general and more or less ongoing program, then they would quite possibly remain at home.

As far as the example of the Vietnam War, I believe that there are programs in place to help veterans deal with shell shock/battle fatigue/PTSD; I don't think those programs were in place during or immediately after that war.
