but if I missed it I apologize. One of the major points Rep. Rangel made was that a major intent of his proposal was to "draw a broader section of the population into the military or public service". He believes that we would be less likely to go into a war like Iraq if the more prosperous segments of the US population were more evenly represented in the military.
