compulsary service than a draft. How I've always learned it a draft is when people are forced into military service during wartime to help bolster the fighting force for as long as needed. Compulsary service OTOH is when people must serve in some capacity in the armed forces for only a year or two, war or peace. I thought an actual draft could not be initiated during peace time, only during a declared war.
