...is that many CO's have specific issues with the entire concept of the military and would want no part of serving it in any capacity. Also, though I think the CO exemption has been overused at times, I would not personally classify all of them as cowards. Nor would I be inclined to press someone with strong moral or religious convictions against the military into military service. I like the idea of creating a non-military work force as an alternative to conscription into the military. There's plenty of work that we could find for this kind of work force to do and the rules could be the same for them. How we would pay for all this...that's another question.
