  Wonder if this choice will be made by the .gov or by theanomaly 2006-11-20 08:10:20
by the individual: "Rangel said his legislation on the draft would also offer the alternative of a couple of years of public service with educational benefits."

If made by the individual, I think this is something that would be beneficial to more countries than the US. Having a 2-year period where time is spent specifically on things that improve the country overall for every person has a lot of potential for good.
