When my oldest one was 5, she thought she was going to try to make off with some gum, and I marched her back in the store, got the manager, and told her that he was going to call the cops, and I was going to let them take her, since she broke the law. Do I feel bad, no, because she hasn't done anything like that since then. I love my children, but I have made it clear that I will not stand by them if they break the law. They get arrested, for anything, I will not bail them out. End of story.
