I once read a short story, briefly as follows: A groupf of people came to a wise man and asked why there was so much more evil and violence in the world today. He replied that when the world was made, only a certain number of souls were made at the same time. As people were born, they were given a soul. When they died, that soul went back into the pool to be used by the next one to be born. But because of the massive growth in population, there were no longer enough souls to go around, and without a soul, people were being born without conscience. Saying that, he killed himself to provide at least one more person with a soul.

My synopsis is badly written, the story was great, but I can't find it anywhere? Has anyone else read this story? Do you know what it was called?
