No, seriously, it's got a find and replace function. It even has its own RegEx dialect, which it calls wildcards. It's way more powerful than people give it credit for.

Otherwise: vi supports substition. On windows, use WinVi. Or you could get Vim, of course. (Note: the site doesn't seem to be responding right now, but that shouldn't last for long.)
