Not happening. He broke the rules, he pays the penalty. You don't have any say in that. There are no charges to press, there is no due process of law here.
However, if you disagree with this disabling of someone who willfully broke the rules, even after being warned about those rules, please email Illiad so that he can make a ruling. I will abide by whatever he says, but I am quite sure there will be no change. FWIW, Illiad is usually harsher than I am in disabling lengths.
