the procescutors and judges and apointed defense attorneys and cops weather they are trying or involved in a case or not. If they arnt trying one case they are tryin another. Tying people up with apeals only pulls them off of immediate cases. The costs of court cases are esentialy fixed the judges and everybody are salaried. Doesnt cost any extra except we have to transport the accused back and forth from jail. Maybe a little extra security at the Jail house and or court house it the trial is sufficently spectacular. Maybe have to put the jury up in a hotel if the judge finds the need to have them sequestered.
