Far better would be to improve the lot of the poor with available reasonable-paying jobs

You assume that if reasonable-paying jobs were available, that certain people in a certain segment of society would want to get up every morning, make the commute, and put in their 40 hours every week.

There is an increasing amount of US society that prefer to sit on their butts and collect whatever aid is available, rather than work. The values are different, and part of that WAS encouraged by our past welfare scheme. And part of it is that there are lazy butts who won't lift a finger for themselves if they can possibly get out of it.

The sad thing about 3-4 generations subsisting on welfare is that they haven't HAD the role model of a parent going to work every day, and sticking with it. Better wages would be an argument for cutting back welfare eligibility, but first the employees have to be worth the wage. The only place a subliterate who shows up hung over is going to rate $15-$20/hr is in the unionized auto plants, and those are SHEDDING workers. And if they don't show up regularly, they'd lose even that.

How do you break through "learned dependence" when society doesn't have the guts to say "sink or swim?"
