Because the core culture of the US is about doing whatever the heck you want, and adding guns and drugs and violence to the mix.
So...want to improve the fringe element that you talk about doing so much bad? You aren't going to be able to do it by arrests or executions. That experiment has been tried in much of history without success. Far better would be to improve the lot of the poor with available reasonable-paying jobs, tighter controls on imported drugs (bonus: checking all those shipping containers coming from overseas should be done for terrorism prevention anyway), and reducing the number of guns on the street. And make pot legal, IMO, so that those who choose to do a drug have a choice that's not anywhere near as harmful as crack or heroin.
But, to reiterate, even a round of and execution of criminals isn't going to help your society. It's too far gone for that. The root causes aren't being dealt with.
