sounds like a bargain to me.
Seriously, before you rant on about what should and should not be provided to inmates. Stop, and take a second to realize that these are human beings you're talking about. They have certain inalienable rights. Nothing they did or can do can change those rights. An among those rights is the right to live in a dignified way.
As for example the first article of the German law states: "The dignity of a human being is sacrosanct". Nothing can change the fact that these people are human, and that it is inexcusable to kill a human being.
