/dev/sda is the full drive including all partitions
/dev/sda1 is the first partition (and in this case the only partition) on /dev/sda

You can place a filesystem on either. If you place it on /dev/sda it will overwrite the superblock and erase the partition info. In that case when you mount it you will mount it directly from /dev/sda. If you write the filesysem to the partition then you will mount it from /dev/sda1.

Probably won't make much difference for what you are doing so you can choose either way.
