below, and from your post, the organiztion you describe seems an offical government - or at least a business - and hence its title would be in all english. or in all spanish as some other posts wish. While the accent looks cool - it just doesn't fit - doesn't even seem to be consistent with your own explanation.

From your explanation your approach seems to mirror the Firefly environment, more so than the environemnt in Asimov's Federation series environement. Firelfy pulls off the lanugage mix very well, but of course we don't get to see many (if any) names of offical offices/businesses in writing.
But it is your book...
