You can find the text of the bill by searching for Public Law 109-366 in Thomas The law specifies the application of most (if not all) the provisions to "alien enemy combatants" (alien being defined as persons not citizens of the United States) I didn't see anything about being able to declare martial law in the text. Can you point me to that section?
