... they built a gazebo - with benches on a concrete pad and concrete walkways as it's in the middle of a 50' x 50' (15.24M x 15.24M) grassy area.

This is the only area allowed for smoking for the building I work in - and there's well over 1,000 people in it during the day. I've seen as many as 20 people in it at one time (it's outside a window near my cube).

And it's strictly enforced - no one can smoke anywhere else - not even the parking lot (unless they're in their car).
