in the past, when that was my responsibility, I've always done the move as a double-dip. I have the equipment in the new building ready and the new connection is attached, but the old one stays live. Then I move folks over to the new link as they move, then once everyone is gone unplug the second connection. But, that's just the way I tended to do it (because I don't trust the telco's to get things right).
