The way I see it, it's stating a fact, possibly explaining the reason for one's current situation. If I wanted to know why I suddenly have a huge tatoo on my back, then I would want someone to tell me the truth, even if it was that I got really drunk last night and chose to. Or chose to a while ago and got amnesia. It's stating that a decision was made, and there are effects to that cause. How you handle it, and where "blame" is placed, is up to you.
