I'm blaming the folk who walked off for not waiting for a confirmation, ANY confirmation, of this from their own people.
Consider if someone was trying to cause trouble. Make yourself up like a US cop, report to the border, "inform" them of a "possible threat" ... You could cause all sorts of mischief, from possible sneaking over the border yourself, to grabbing stuff from the station, depending on where you were and who was on duty, etc. (like visa stamps).
Until the guards got *something* from their own people, even if it's just a "Hey, better safe than sorry ... Off you guys go", they should not have left their posts.
