Actual threat would be "There IS a person headed up towards you who is armed".
Possible threat is "There MAY BE a person headed up towards you .. "
There may be an armed person every day.
I hope these folk get sacked, but as it's a bloody Govt sanctioned program of cowardice (as they used it, not as it's intended), they will probably get a warm handshake, congratulated on how well they ran away, and be back at work tomorrow.
