I mean, he basically wrote the whole bill from scratch himself (or his aides did). So of course there wouldn't be a before and after. The fact (!) is that he is very arguably a war criminal. Whether or not he is trying to get himself a pardon is more or less relevant. Retroactive laws are unconstitutional. So if he really is trying, then he's even stupider than I thought.
