What kind of music are they interested in? Flute CAN be a bit of a pain for smaller hands. On piano you hope they'll grow into wider intervals...on flute, if you can't reach the keys properly, you're screwed. Piano is at least a LOT more flexible- I played flute, I like it, but I actually like classical/baroque/latin. And there are usually "too many" flute players in a band or orchestra. :P
