It's called "American Servicemembers' Protection Act" and has been granted at 6th of June, 2002. It was one of the low importance additions to a budget law passed at this day. People then called it "The Hague Invasion Act", since it allowes the president to use any force possible to free people even from proper courts.
The draft was brought in by Senator Jesse Helms and passed Representative Chamber on 24th of May, 2002.
