because these countries COULD have local laws applicable to "everyone on the territory", to punish crimes of any kind, then he 'd better NOT visit these countries.
As for Huppeldepup, it would be hard to get caught there, but the CIA may not find him there IF he gets caught. And as it's not on the maps, not in the UN, not ... how could he find his way out ?
( No, it's not an easy country as Turkey, where a breakout-and-flee-the-country can be "filmed" and still succeed ... of course the turkish won't believe this film )

Why should he be brought before an "international war tribunal", if the countries where his victims live(d) can bust him the day he visits ?
But then, after his term "in office", will Bush ever WANT to confront customs as a civilian? His own administration made flying less pleasant, made customs cotrols everywhere most tedious ...
He 'll have to wait untill things get to "business as usual" again before he could enjoy leaving the US.

As long as he's in office, he need not worry: he'll be protected by a kind of "diplomatic" immunity, but that immunity puts all "prescriptions" on hold as well (well, should do so. The first example being Pinochet: murder and mass murder cannot be tried in general, if thirty or fifty years have passed before the start of the trial. In Pinochets case, I'm not sure but I think it was 30+ years after his crimes)
