As for Huppeldepup, it would be hard to get caught there, but the CIA may not find him there IF he gets caught. And as it's not on the maps, not in the UN, not ... how could he find his way out ?

As long as he's in office, he need not worry: he'll be protected by a kind of "diplomatic" immunity, but that immunity puts all "prescriptions" on hold as well (well, should do so. The first example being Pinochet: murder and mass murder cannot be tried in general, if thirty or fifty years have passed before the start of the trial.
