These same blocklists also 'try' to notify the abusing ISP. The abusing ISP tends to 'ignore' the complaint. that is when they get listed.

I work for an ISP, and go through this all the time. Every single time I get a notification about a spammer, I make it a point to at the very least thank the reporter, and let them know I am looking into it right away.

Once I have determined the cause (more often than not, a virus infested end-user computer) and have determined that it is fixable/has been fixed I re-notify the sender that the issue has been taken care of. To date, we have not been listed for more than 6 hours.. and that one RBL was so automated it bounced my emails when I did try to let them know we were taking care of it.
