The part where it goes:

...down in the lower right? That makes it impossible to solve via the conditions given. The path has to go through all points, and can't reuse any points. Well, these two points: 
      o
o     *
  *
...marked by stars, are only connectable to the two points marked by Os. That means that the route has to pass through at least one of the O points twice, and that's forbidden.
