They ban $brand of laptop because some of that companies models have had a recall and getting staff to check model and/or serial numbers is too complex and time consuming. They ignore the brands which haven't issued a recall even though they use the same faulty cells and they ignore the minor detail that those cells get used in a lot more than laptops. I don't see anyone talking about banning portable DVD players but I bet half of them have exactly the same battery cells inside.
