You are not under any obligation to release your suppliers or contact information. Why should they be allowed to benefit from your cultivating contacts/etc over X amount of time?

If they wish to look into purchasing the HW/SW directly then that is up to them. If they can find a cheaper price by all means let them take the time to do so.

Essentially give them the basic specifications that you require, and provide them a quote if purchased through you. Then give them a quote of just the labour costs.

Let them pick which way they wish to go.
