network setup, period. I've had at least one tech report that he spoke to me and I told him the problem was solved, when in fact he hadn't and it wasn't. The problem was low signal strength, modem would periodically disconnect and be unable to find a signal. The signal strength had dropped to the point where I had no connectivity for about 3 days before they fixed it.
