if they will pay you a consultancy fee for supplier identification, evaluation and selection. They are asking you for the result of some research you have done. They should pay for that. Tell them that the cost of the consultancy is n$, make sure that n is about what your margin is on this deal. In other words let them have it their way but in such a way that you have the same margin no matter what they decide. On any future work refuse to specify what they should purchase unless they plan to purchase it through you.
