maybe not always 24/7, but there are operators there feeding information to the police as and when it happens, especially in the busy times, weekends etc.
My local town, f'rexample, has a 'safe zone', around a few phone boxes, one phonecall to the police and they'll have a camera trained on you immediately and send a wetware policeman asap. Obviously it doesn't necessarily stop assaults, etc, but it's a useful deterent, and a lot of women around here say it makes them feel safe knowing it's there.
