We used to think the voting system was something like the traffic laws -- a set of rules clear to everyone, enforced everywhere, with penalties for transgressions...
I think the very first line sums up the author's basic legal knowledge level. Traffic laws vary from town to town, county to county and state to state. There are NO national traffic laws in the US. We can do a whole day just discussing U-turn law differences in Cook County Illinois alone. You know what, voting laws are almost exactly the same as traffic laws.
And who is "we"? It is a single author on the article.
How come all ten places are only worse for democrats? No mention of Chicago where we still use the evil punch-card ballots? No mention of Illinois for Gerrymandering when you have a district that runs along on side of a street for several blocks in order to connect two hispanic neighborhoods (often called the Luis Gutierrez Preservation District)? No mention the slashing of tires on the republican vans used to drive people to polls in Milwaukee by democratic campaign staffers?
(You know, I love the story about Democrats having to vote on Wednesdays. I personally forwarded that email to a number of people. You know what? If you are dumb enough to fall for that, you shouldn't be voting anyway.)
So to answer your question of why this isn't the story of the decade: Start with a completely false statement, mix in several unnamed expert predictions and a few conspiracy theories, season with a couple stories of the foul play of the opposition party and cook for two years. Truth be told, there isn't much of a story here. This and much, much more has all been reported in real papers around the country.
