And why did they use Windows CE?

Wouldn't it be a better premise to start out with a completely proprietary system?

What does the machine need to do, really? Verify the voter (connect to a database, or better yet have a database of only the registered voters it serves built in, no net connection needed). Present options, confirm and accept vote. Present paper confirmation of vote and request that voter approve that as well (double checks in the system). Display results only after a certain time.

I mean, something like that should be easily built by 1 or two guys over a weekend? A little more to hash out card readers/bar code scanners and printer interfaces but... really people!
