What he is not quite correctly alluding to is the fact that when you add the overhead of the VPN header you can cause packets to get larger than they are supposed to be. There can also be issues with MTU discovery through the VPN.

After reading the other posts I tend to agree that there could be a firewall that is set to not accept frags or that there is an MTU discovery issue. These are network related issues not server or client issues.

The frag issue needs to be checked and the MTU settings of the VPN system need to be checked. It would help if we knew what the Cisco things actually are in the drawing and if the VPN tunnel is only between the Cisco boxes across a WAN connection or if there is a VPN client on the WLAN clients for connecting to the remote site. If this is simply a Cisco device to Cisco device VPN tunnel then you need to adjust the max MTU on the Cisco devices only.
