They just have to say they _might_ attack... and use people who you couldn't tell are terrorists just by looking.

(Then again, how can you tell by looking if a person is violent? The Dawson Gunman looked like my ex, the guy who stalked my looked like the guy next door, and the lady who stabbed me looked like my mother.)
