After reading this:

"After all natural numbers comes the first infinite ordinal, ω". So if N is the set of all natural numbers, then N ≤ ω, although ω is not a member of N (indeed it musn't be) and N doesn't have a maximal element.

It also says that ordinal numbers only apply to totally ordered sets and (if I understood it correctly) for any set S that is totally ordered, there is always an ordinal O, such that S ≤ O.
