Answer: Because in the past (successful past, e.g. WW 2) extremists were "concentrated" and localized in a (few) countrie(s).
The new thing here is its asymmetry. The alleged extremists (I would never deny there are extremists seriously threatening not only the US but the whole "Western World" with extinction) are no longer (significant parts of) a few countries. They are independent groups, unfortunately supported by several governments.
So IF you wanna go to war and rush it, why not just "take out" the respective governments instead of forcing war to a whole nation.
At least isolate such governments consequently and don't just change the corrupt leaders that are your "friends of the day".
I know that's not really a promising strategy yet but I can add some details that are:
whatever external strategy don't add internal campaigns to frigthen your own people (as specifically the US does) and don't treat people that are only suspected of such extremism for SUCH A LONG time outside your own legal system (as done in Guantanamo).
Last but not least: if it is really that big a threat, try to get more acceptance for your behaviour among your (former) friends and don't threaten them too with an "Either you copy us exactly to stay our friend, or you are already halfways on the enemy side too" attitude.... :-(
