this is basically just a symptom of having an old or cheap CRT. I'm guessing your desktop is relatively dark (or at least, not bright white) -- when you maximize a window, you're increasing the overall "brightness" of the screen by quite a bit, which means the electron guns are doing a lot more work. If the power regulator in the CRT isn't quite up to snuff, it might find itself unable to supply the same voltage to the horizontal deflection that it was a moment ago, and so your image stretches.
