Graduated response (stupidest idea in military history possibly) an even worse political situation in the host country.(10 coups in less than 3 years.) than Iraq will ever have Religious upriseings. (ok Iraq has that in spades) and a total lack of a real chain of command on both the Vietnamese and the US military. Due to political infighting amongst the SVM and deliberate action on the part of at the time President Thieu. And a populace that was fed up with all sides and just wanted to be left alone.
