Person 1 - does not serve in WWII, no criminal record -> accepted for immigration.
Person 2 - does not serve in WWII, criminal record for murder, lists this on immigration forms -> not allowed into the country (punishment).
Person 3 - serves in SS, lists this on immigration forms -> not allowed into the country (punishment).
Person 4 - does not serve in WWII, criminal record for murder, not listed on immigration forms -> deported (punishment).
Person 5 - serves in SS, not listed on immigration forms -> deported (punishment).

Neither Person 3 nor Person 5 did anything other than follow orders, yet both were treated as criminals by Canada (ie, they were punished).

Just because a country considers a war and the actions of its soldiers to be legal does not mean that everyone else does, or that a government can protect its citizens from all forms of persecution because of their partipation in it.
